Everton want to sign Gallagher from Atletico Madrid, reigniting interest that goes back to his days at Stamford Bridge and Chelsea.
David Moyes has struggled with his midfield this season, but Everton would likely need to offer Gallagher wages never seen at the Hill Dickinson Stadium.

Dan Plumley has already admitted that Everton could spend big in January, but even then, this one could be out of reach for the Toffees.
Speaking exclusively to Goodison News, the football finance expert believes it would be really tricky to get a deal done for Gallagher over the winter window.
“It’s not like he’s massively out of favour at Atletico,” Plumley said.
“You’re going to have to stretch a bit to make that one work, and again, we never know fully what the wage figures are.
“What we can probably tell is that it will be a deal that would stretch Everton’s budget and where they’re at with their wage spend, so it would be a big statement of intent.

“I think that’s a really tricky one to get done in January, because of what you’d have to do with the wage structure and how you’d look to play it, but it’s an interesting one.
“Obviously, he’s a very good player, but I think that’s a really expensive one to get done in a winter window.”
What does Conor Gallagher earn at Atletico?
Gallagher currently earns up to £200,000-a-week in Spain, via the Telegraph.
Nobody in the Everton squad, minus Jack Grealish, is currently at that level, meaning it would take a big financial jump to sign another England international.
After Everton’s 1-0 win over Bournemouth on Tuesday, a real chance of European football is on the cards, and that could persuade the Friedkins to go all out for Gallagher.
Moyes must make December successful if he wants that backing in January.
