The Toffees are looking to make a statement signing with Fofana, with the young star coming off a successful campaign for Lyon.
Liverpool and Nottingham Forest are just some of the clubs who are said to have an interest in the Belgian, but Everton are seemingly one step ahead and have already bid £31.4million.
Fofana, 20, has also attracted interest from Bayern Munich, but Everton may potentially beat the German giants to his signature, if they move quickly enough.

Everton have a chance of securing the player if they get close enough to the fee required, whilst Bayern Munich have yet to move past initial interest.
Everton supporters will be hoping that Fofana is not tempted by a move to Munich, with Lyon taking on the Bundesliga champions in a friendly next week.

Fofana, alongside the signing of Thierno Barry, are the calibre of player that the blue side of Merseyside will be hoping arrives more often as they enter this exciting new era.
Now, David Moyes and TFG must sell their project to the talented youngster and convince him why a move to Merseyside would benefit his career.
At Everton, Fofana could be the main man out wide under Moyes and getting regular minutes in the best league in the world would do wonders for his development.
