According to Turkish media outlet Fanatik, the 25-year-old has a £19million release clause in his contract.
Tottenham Hotspur and Napoli are believed to be the other clubs keen on signing the South Korea international in the summer.
Fenerbache are not prepared to let the defender for leave for a fee lower than his buyout clause.
