Liverpool's £116million signing has failed to live up to expectations since joining from Bayer Leverkusen.
While the Germany international continues to struggle at Anfield, the former Leicester City midfielder has turned things around under David Moyes after underwhelming at Chelsea.
It can be argued that Dewsbury-Hall has been a better player than Wirtz in the Premier League since moving to Hill Dickinson Stadium.
The Englishman scored eight goals and provided six assists in the league last season.
While Carragher seems to acknowledge the impact the 28-year-old has had in Merseyside, he clearly has still held things back when assessing Wirtz at Liverpool.

Dewsbury-Hall has continued his game-changing form for Everton this season, while Wirtz still can't seem to get a grip on English football.
The 23-year-old German playmaker scored five goals and provided four assists in the Premier League during his debut campaign, but has looked well below standards for most of his spell at Anfield.
Even without the goals and assists, Dewsbury-Hall consistently influences games for the Toffees.
Wirtz has had enough time to settle at the Reds and people should no longer use that as an excuse for his poor performances.
The Blues' midfielder has clearly been a better player than the former Leverkusen star for a considerable period in the Premier League now, but Carragher can't seem to get over that fact.
Speaking on Sky Sports Premier League on 20 September, the ex-Liverpool defender said, "If you go through the Premier League and think of players in his position.
"I'm talking about normal Premier League players in the middle of the table who I think have done more for their clubs.
"I think of Dewsbury-Hall at Everton. No one out there would say Dewsbury-Hall is a better player than Wirtz or would go for more money than Wirtz. But every three or four weeks he scores a goal."
Why Kiernan Dewsbury-Hall deserves more respect
It shouldn't be controversial to say that, in this moment, Dewsbury-Hall is a better player than Wirtz.
In the Englishman's debut season under Moyes, he had an average Sofascore rating of 7.16, while the Germany international recorded 6.85.
Instead of using the ex-Chelsea midfielder as some sort of a low benchmark, Carragher should realise that he has been on a higher level than one of Liverpool's record signings.
Dewsbury-Hall is performing at his best level, exceeding the output of some of the best attacking midfielders in the Premier League, and should be viewed as such.
