The Toffees explored the possibility of taking the 19-year-old on loan in the winter window last season, but the player ended up spending the second half of the campaign in France with Marseille.
While it's not clear if the Blues would want to sign the player on loan or permanently, Arsenal are understood to be open to the idea of both.
However, the Gunners' preference is a permanent sale, while keeping a hefty chunk of the player's rights.
Arteta helped Nwaneri break through at the Emirates Stadium, as the former Everton man has previously praised the right-winger in abundance,
The Arsenal boss said, as quoted by BBC Sport in November of 2024: "It is rare to see a talent like this at 17, that's true.
"When he made his debut in the Premier League, there was a lot of talk about it. We didn't do it as a gift.
"The crystal ball to see what he is going to be in two or three years, no. My prediction is going to be very positive."
The Spaniard has also claimed that Nwaneri cannot be rushed into his potential, which shows just how much he is rated; otherwise they would not be so cautious.
For Everton to even be in with a chance of signing the England U21s star is positive, and if a deal can be done, it will show great ambition.
What Nwaneri did in 2024-25 season is reason for Everton interest
Nwaneri made his debut for Arsenal in the 2022-23 season, which cemented his place as the youngest player to ever feature in the Premier League, a record that stands to this day.
The 2024-25 campaign is where he was really given a chance, featuring in 37 games, scoring nine and assisting twice in the Premier League, cup games and Champions League matches.
That is where the teenager showed his world-class potential, and the fact Everton could sign him just two seasons later is an exciting prospect
It's not known how much Arsenal would value Nwaneri for a permanent sale, but if the Toffees could use him to replace Al-Hilal-linked Ndiaye, Evertonians may forget about the latter fairly quickly.
