It looks like Everton have prioritised bolstering their engine room this summer before focusing on other areas.
With Idrissa Gueye leaving the Toffees after his contract expired and James Garner picking up an injury, the Scottish manager undoubtedly needed midfield reinforcements.
Hackney and Norgaard have arrived, and the likes of Tim Iroegbunam, Charly Alcaraz, Harrison Armstrong and Merlin Rohl are also capable of playing in central midfield.
Luiz may be seen as a market opportunity by the Blues considering the quality he showed at Aston Villa, but it may no longer be a priority position for Moyes.
It would be better for the Merseyside outfit to now focus on bolstering other areas of the pitch ahead of the opening Premier League game at home against Crystal Palace on 22 August.
